Infrastructure Support for complex projects

As the largest player in infrastructure in New Zealand, the government wants to see its complex projects delivered with greater consistency. So, it has introduced Crown infrastructure delivery company Rau Paenga into the national construction scene.

Formerly known as Ōtākaro, Rau Paenga has delivered $1 billion worth of vertical and horizontal infrastructure in Christchurch since 2016. Its projects include New Zealand’s first purpose‑built convention centre – Te Pae – and the award-winning Te Papa/Ōtākaro Avon River Precinct.

‘We’ve amassed an enormous amount of knowledge about delivering large projects through times of labour constraints and supply chain volatility that can now be applied across Aotearoa,’ says Rau Paenga Acting Chief Executive and Director of Programme Delivery John O’Hagan.

‘Many government organisations are not in the day-to-day business of building, yet most have a looming infrastructure need. Rather than employing an in-house project team for a one-off build, Rau Paenga can step in and provide that support with an experienced project delivery team and robust project management processes.

‘The model also offers consistency to contractors and consultants who might be engaging with a range of Crown entities. If Rau Paenga is providing support to the project, then the procurement, finance, reporting, and health and safety processes will be familiar and reliable. This will create efficiencies for all involved.’
